REGULATIONS

of the XXVII Minsk International Film Festival "Listapad"


1. GENERAL PROVISIONS

1.1.         Minsk International Film Festival “Listapad” is held annually in November in Minsk (the Republic of Belarus). The Festival is a competitive event.

1.2.         The XXVII Minsk International Film Festival “Listapad-2021” (hereafter “Film Festival”) will be held in Minsk on November 20-26, 2021.

1.3.         Aims and objectives of the Film Festival:

- Development and strengthening of international cultural ties;

- Presentation of the best films from every part of the world;

- Acquaintance of the Belarusian audience with the most interesting and significant works of foreign filmmakers, whose work is based on universal values;

- Acquaintance of the wide audience with the latest trends in the development of cinema, deepening the understanding of this type of art;

- Showing the achievements of the cinematography of the Republic of Belarus of recent years;

- Establishment and development of creative contacts, exchange of experience between cinematographers of the Republic of Belarus and cinematographers of foreign countries;

- Assistance in professional development of young filmmakers;

- Inclusion of the national cinematographic industry in modern world processes.

2. ORGANIZERS

2.1           By the decision of the Council of Ministers of the Republic of Belarus Minsk International Film Festival “Listapad” is held by the Ministry of Culture and Minsk City Executive Committee with the participation of the National State TV and Radio Company of the Republic of Belarus and the Belarusian Union of Cinematographers.

2.2           The Film Festival is held under the auspices of the Ministry of Foreign Affairs of the Republic of Belarus.

2.3           The organizer of the Film Festival is the Republican Unitary Enterprise “National Film Studio “Belarusfilm”. To solve current issues, the Organizer of the Film Festival forms an executive board - the Film Festival Directorate.

3 FESTIVAL PROGRAM

3.1. The Film Festival Program includes:

-         Opening and closing ceremony;

-         Main Feature Films Competition;

-         Main Documentary Films Competition;

-         Youth Films Competition “Cinema of the Young”;

-         Children and Youth Films Competition “Listapadzik”;

-         Out of Competition Programs;

-         Retrospective screenings;

-         Workshops and “round tables” discussions on modern cinematography;

-         Meetings with filmmakers;

-         Master classes by the world's leading filmmakers;

-         Exhibitions of children's creativity (within children and youth films competition “Listapadzik”);

-         A presentation of the National film industry “Belarus. Movies are Made Right Here”;

-         Screenings of festival films and holding meetings in the regions.

4. COMPETITION

4.1           The competition programme includes:

-         Main Feature Films Competition;

-         Main Documentary Films Competition;

-         Youth Films Competition “Cinema of the Young”;

-         Children and Youth Films Competition “Listapadzik”

4.2           Only full-length films (running time from 52 minutes) made in the last one and a half years specially mentioned at international festivals and highly acclaimed by filmmakers and viewers may participate in the Main Feature Films Competition Program.

No less than 12 films minimum from 10 countries participate in the Main Feature Films Competition.

4.3           Only full-length and medium-length films (running time from 26 minutes) made in the last one and a half years specially mentioned at international festivals and highly acclaimed by filmmakers and viewers may participate in the Main Documentary Competition Programs.

No less than 12 films minimum from 10 countries participate in the Main Documentary Films Competition.

4.4           Youth Films Competition “Cinema of the Young” accepts films created in the last one and a half years. Films of all genres of any running time are accepted. The director's age at the time of filming must not be more than 45 years old.

No less than 10 most outstanding debut films (the first or the second work of the film director) participate in the Youth Films Competition “Cinema of the Young”;

4.5           Only full-length feature and animated films (of any running-time) made in the  last one and a half years may participate in the Children and Youth Films Competition “Listapadzik”;

Up to 10 films participate in the Children and Youth Films Competition “Listapadzik”.

4.6           Demonstration copies of films participating in the Film Festival Competitions must be in the original language and with English subtitles if the original language is not English.

4.7           Copies of films participating in the Competition Programs should be submitted to the Film Festival Directorate no later than October 25, 2021.

4.8           The final decision on the number of films participating in the Competition Programs is made by the Film Festival Directorate. The order of Competitive Films Demonstration is determined by the Film Festival Directorate.

4.9           Copies of films accepted for the other Film Festival Programs should be submitted to the Film Festival Directorate no later than October 30, 2021.

5. PARTICIPATION CONDITIONS

5.1           Film studios, TV companies, distribution companies, independent producers and others may participate in the Film Festival if they hold the copyright on the submitted films.

5.2           To be considered for one of the competition programs one has to fill in the application form before October 1, 2021 and provide links to the following documents:

-         editing or original dialog list in electronic version and .srt file with subtitles in Russian or English;

-         Preview link to the film (closed or with the password);

-         synopsis, promotional materials, press kit;

-         preview trailer and film excerpts;

-          materials for the Film Festival catalogue (biography and a complete filmography of filmmakers, photographs of the director, poster).

5.3           Submission of the film for the selection is free of charge.

5.4           At the same time the copyright owner agrees with:

-         the public presentation of the film in a competitive or out of competition screening, including with the participation of representatives of the creative group;

-         the presentation of film fragments on television (no more than 3 minutes), on the official website of the Film Festival, social networks of the Film Festival and in other promotional materials of the Film Festival;

-         the use of all the presented film materials in promotional materials of the Film Festival (catalogues, brochures, on the website, in multimedia performances, etc.).

5.5           Only the films that haven’t been publicly shown in the Republic of Belarus are eligible for participation in the Film Festival Programs.

5.6           Directorate defines the Program of film screenings.

5.7           Each film can be shown during the Film Festival no more than five times including press screenings.

5.8           .The Film Festival Directorate reports on the films selected for participation in competition and out of competition screenings no later than the date of the official introductory press-conference of the Film Festival.

5.9           Questions about inviting guests, terms and conditions of their stay and accreditation at the Film Festival are decided by the Film Festival Directorate.

5.10      The participation of films in Film Festival competition programs entitles the presence of one or two representatives of the competition film (director, producer, actor / actress).

5.11      . The Film Festival Directorate whenever possible covers costs of the stay at the Film Festival of the director (producer) and / or actor who represent the film in competition and participate in meetings with spectators and press conferences.

5.12      The Film Festival Directorate whenever possible covers costs of round trip tickets and accommodation for one or two representatives of the film in competition (director, producer, actor / actress) for 3 days.

5.13       The conditions of stay of other guests of the Film Festival are stipulated in their personal invitations.

6. JURI

6.1           To judge the films in the Competition Programs four jury panels are set up:

-         International Jury of the Main Feature Film Competition (five people);

-         International Jury of the Main Documentary Film Competition (five people);

-         International Jury of the Youth Films Competition “Cinema of the Young”(three people);

-         International Jury of the Children and Youth Films Competition “Listapadzik” (three people).

6.2           The Film Festival Directorate covers stay costs and round trip tickets for each Jury member.

6.3           Persons involved in the production or commercial distribution of a film in competition are not allowed to serve for the respective Jury.

7 AWARDS

7.1           The International Jury of the Main Feature Films Competition gives the following awards:

-         Grand Prix “Listapad Gold” for Best Film;

-         Award for Best Director;

-          Yury Marukhin Memorial Award for Best Cinematography;

-         Special Jury Award (awarded in accordance with the Jury's decision);

-         Award for Best Actress in a Leading Role;

-         Award for Best Actor in a Leading Role;

-         Award for Best Sound/Score;

-         Award for Best Screenplay.

7.2           The International Jury of the Main Documentary Film Competition gives the following awards:

-         Grand Prix for Best Documentary Film;

-         Special Jury Award (awarded in accordance with the Jury's decision).

7.3           The International Jury of the Youth Films Competition “Cinema of the Young” gives the following awards:

-         Victor Turov Memorial Award for Best Film;

-         Special Jury Award (awarded in accordance with the Jury's decision).

7.4           The International Jury of Children and Youth Films Competition “Listapadzik” gives the following awards:

-         Golden Listapadzik Award for Best Film;

-         Special Jury Award (awarded in accordance with the Jury's decision);

-         Award for Best Performance;

-         Award for Best Performance.

7.5           All judges have a right to award special prizes for the main film professions. These prizes can be supplemented with sponsor`s prizes or awards.

7.6           The audience may vote for films in the Main Feature Film Competition, Main Documentary Film Competition, Youth Films Competition “Cinema of the Young”, and Children and Youth Films Competition “Listapadzik”. After counting the votes three Audience Awards are given out:

-         Audience Award for Best Feature Film;

-         Audience Award for Best Documentary Film;

-         Audience Award for Best Film for Children and Youth.

7.7           The winners are expected to personally attend Awards Ceremonies.

8. PRESS

8.1           . To cover the Film Festival mass-media has to fill in the form and submit to the Film Festival to the address listapadpress@gmail.com.

8.2           All the expenses connected with the stay of the correspondents at the Film Festival are to be covered by the media.

8.3           The Film Festival Directorate has a right to invite journalists from other regions of the Republic of Belarus and from other countries at the expense of the Film Festival.

9. FINAL PROVISIONS

9.1           Participation in the Film Festival shall presume observation of all articles of the present Regulations. In case of any disputes which may arise out of the present Regulations, only the Russian-language variant of the present Regulations is taken as a basis.

9.2           The Film Festival Directorate has the power to settle all cases and issues not covered by these Regulations according to the clauses of the International Regulations of FIAPF for Film Festivals
